I believe the way they work (through focus) stems from technical limitations of game engine, similar thing is how shuttling planets around works through a focus, and a building or ship part needs to act as destination beacon.

Though this way stargates indeed have the considerations as you say, changing focus is usually painful. More so with Bureaucracy.

Maybe additional tip is that if you have enough research, it may be worth considering Transformers. Nobody hates transformers, so there's less stability drama! And it can then double as planetary engine to shuttle the planet to a more pleasant location (gas giants for production, black holes for science, blue stars for phototropic species...) or actually as a mobile beachhead to drop reinforcements through gateway, or even have mobile Gateway to the Void nuke with it, cheaper than nova bomb and revertable. Of course if that's something you fancy, going full on simming and optimizing empire. I find shuttling planets around a very fun thing to do (at least in Single Player...)
