Social Policy ?
All non-Imperial Species who have a Homeworld in the Empire get +3 Stability.
+2 if their Homeworld is in an allied Empire.
+1 if it is in an Empire at peace with their owner.
+0,1*RawSpeciesOpinion if the Homeworld is independent (RawSpeciesOpinion : opinion born from Policies - and maybe some later factors - but not Planets spawned nor ships lost, in order to keep the absolute value below 10)
-1 if there are no populated Homeworlds (shouldn't affect Exobots I guess)
-2 if the Homeworld belongs to an enemy Empire
Of course, we take the highest value for these (so if you have one Homeworld in your Empire, you don't care if the enemy also has one for the same Species).
Homeworlds get a +4 Focused Influence production and +5 Stability.
IRAs on Homeworlds get a +4 Focused Influence production and +2 Stability (so yes, very high Stability on those).
Planets disconnected from Homeworld get a -1 (unfocused, obviously) Influence penalty and a -3 Stability penalty.
Planets connected to their Homeworld get +3/distance Stability bonus (well, of course no division by zero; so +4 in-system).
Planets put to a Focus that they like and is their default focus get +1 Stability, +1 Influence, and +RawSpeciesOpinion% to their focused production (so +2% if Opinion is 2).
Low priority, I'd say (so that this bonus affects a lot of things).
Planets put to a focus that they like but isn't their default focus get +1 Stability, +1 Influence.
Planets put to a focus that they don't like nor dislike but is their default focus get +RawSpeciesOpinion*0,5%.
Planets put to a focus that isn't their default focus and they don't like nor dislike get -1 Influence.
Planets put to a focus they dislike get -3 Stability, -3 Influence, and (+0,1*Stability)-3 Focused value (when applicable, and never higher than zero).
For the few schizophrenic aliens who dislike their default focus, it would be -2 Stability - 2 Influence on this focus.
Unlocked by Translinguistics for now (until we develop a Social tech branch, I'd say).
