Ideas:
-Diplomacy rework, perhaps including tech sharing agreements, IP or PP transfers, enforced agreement durations
-Trade / intra- or inter-empire economics stuff
-Espionage / tech diffusion and active spying to get techs from others
-IP costs for gifting
-Rework combat to not involve planets and fix bombardment.
-Make rules menu accessible from multiplayer game setup
-Combat simulator
-More galactic "terrain", similar to some field effects but more persistant
-Victory points system, with a configurable victory threshold, like per-game achievements, with various conditions to meet in-game to get points
