I fully agree.
I guess it's about having different EffectsGroups for each case. With Diversity, we could have up to 4 cases:
- Xenophobes (all of them dislike it).
- Non-xenophobes that dislike it.
- Non-xenophobes that don't care.
- Non-xenophobes that like it.
No need to have different sets of effects for each case nor in every policy, but you pointed out two cases that are calling for it.
