yes, the values you see in the UI are the ones which will be used in combat
This is the general design principle... The values shown in the GUI should represent what will happen in the next sever turn processing cycle, for combat, production, research, etc. If things were updated after eg. movement, the results would be rather more difficult to predict and understand.
This has proved to be counterintuitive and troublesome (and mildly infuriating).
The thing is if I jump with my fleet to a system that should give me more or less stealth, or that will have more or less ships for flanking, then I expect those future values to be the ones that apply.

The +1 turn thingy is a real pain in the ass. Please change that design principle because no player here like it.
