Indeed! In the FO with IP upkeep per planet, abandoning some planets to have more overall yield is a thing.
But then you have
- Vassalization policy, that allows you to milk IP from unowned planets in same system: "influence-focused planets, in systems with unowned populated planets that have a different species from the homeworld and the target planet, get a bonus",
- Feudalism policy, to milk PP from unowned planets in same system with same species: "industry-focused planets that are in systems with unowned populated planets that have the same species, get an industry boost",
- Colonialism policy, to milk PP from unowned planets in different systems: "industry-focused planets collect industry output from neutral planets that are in nearby systems in the supply network", and
- Native Appropriation policy, to milk RP from native homeworlds in same system: "research-focused planets in systems with unowned populated planets that are their species homeworld get a bonus".
