Now that I've been at the receiving end of BlueAward's stealthy bio-adaptatives, I can say that yes, there's a balance problem there.
It still doesn't lead me to advocate for switching the balance towards destroying the use case for stealthy redships, though, as would any generic stealth reduction or generic detection upgrade...
What we need is something that gives more agency to the player at the receiving end, without removing the agency of the attacking player.
Maybe add a 1 per turn stealth reduction to enemy ships' stealth inside detection range for Continuous Scanning ? Up to 15 I guess.
So, back to previous balance, but only for ships that stay in detection range (thus the 5 more points, to balance the ability for the stealth ship to evade it).
And have Border Patrol gives -10 stealth for ships in starlane travel inside the patrolling player supply ?
And also have it double the stealth penalty for empty spaces and for number of ships.
Also, combat logs should leak more information about the ships involved in combat; full description of the ships and their number is the minimum.
And as I wrote earlier, combat should probably reduced the stealth of the ships involved in it for a few turns.
